I will totally agree with your second premise. A ballot should ALWAYS be paper and ink. It's a whole lot harder to screw around with them. I don't trust anything in voting that doesn't leave a paper trail.

I don't believe in "mail in" ballots either. The only people who whould be able to use mail in ballots are military members who are deployed out of their normal home voting area.
How about Private contractors? Or citizens on duty with corporations. Or people traveling to obtain medical services. Or people who maintain a residence in Alabama and Puerto Rico? How about foreign Correspondents for the New York Times? HOW ABOUT ME, I WAS A CROSS COUNTRY TRUCK DRIVER. I WAS IN MY H9OME 15 DAYS A YEAR. THE REST OF THE TIME I WAS PUTTING FOOD ON THE TABLE FOR THE PEOPLE OF DETROIT, OR DELIVERING NEW TOILETS TO CALIFORNIA. YOU DON'T THINK I SHOULD HAVE BEEN ALLOWED TO VOTE IN THE ROUGHLY 27 ELECTIONS THAT CAME AROUND DURING THAT TIME?


Mail in Ballots are invariably Paper. They are secure, and designed to be secret. If they have a downside it is the reduction in the number of "traditional" polling places.
