It is not, in my opinion a form of speech, but a criminal act. How ever "if" it is a protected form of speech, then the people practicing that form of speech should have any and all government benefits stripped, no welfare, food stamps or medicare on the taxpayers dime.

Your opinion and the law are two different things. And your proposed denial of benefits to persons seen by the courts as exercising their right of free expression simply will not work, being unconstitutional.
