From what I've seen on TV and read, hiring a foreign agent (a person to act upon something, not a spy) to work on the election without reporting such to the Federal Election Commission isn't just a civil offense, but a felony. Thus, paying the Brit, Christopher Steele, who, in turn, paid Russians, counts as such a crime. I'd add that the FBI using the dossier to further a FISA warrant smacks of sedition. The entire mess is rotten. Trump's going to need two terms to see the prosecutions, let alone the rest of his agenda.
