Either, treat them as utilities is one method.  Generally, monopolies exist because of government interference thru lobbyists and politicians.  Time to review that nexus.  Only a fool would insist upon higher taxes and redistribution.  Don't won't to wake up and find they've relocated to Ireland.  We're trying to keep and bring business back to the US. Not, force it out. 

Do you support net neutrality?

Of course, not!  Why stop the innovation of the internet with heavy handed regulations.  We'd still have cathode ray, B&W TV if the government set the standards.  

Would it give local economies, especially rural areas, a boost if we treated the internet as a public utility?

Have no idea. Probably, rural dwellers should use Dish to connect.
