I was just going to make a post asking the same question. This isn't the first time i've noticed it. It usually always shows up in a post title, especially if it is about a headline or recent news story.
They are placing apostrophe or quotations in the header and software is rejecting it, so the marks are being converted to #8216 and 8217 in web software language.
You can change the topic head to anything you want it to say. You can also change forums. Say its politics and everything comes up automatically as news you have to manually change it.
When you block a person, they can no longer invite you to a private message or post to your profile wall. Replies and comments they make will be collapsed/hidden by default. Finally, you'll never receive email notifications about content they create or likes they designate for your content.
