Yes, there are vast areas of this state called "The Black Belt"--south of Birmingham from Miss. to Georgia and from Tuscaloosa to Mobile--totally without jobs. Most influential politicians have moved all the jobs to "their" parts of the state. Always been that way, and always will be that way.
The people of Alabama have spoken of their desire for low property taxes, and their politicians have listened. TN, GA, NC, SC, FL and many other states in The South have property taxes appoaching 4 times that of Alabama. With low property taxes comes crap schools. Had the state had more revenue, they could afford to get into Medicaid expansion. At least the politicians have listened to their constituents on taxation. Alabama voters want less government, more efficient spending and low taxes--which in return brings more jobs to the state.

Oh yeah, where are they? We have been hearing this for quite a while now and it doesn't seem to be panning out. We may pay lower property taxes but we pay state income tax where some of the states you mentioned do not. Some states do not tax groceries. We do. It all evens out in the end. However we get a lot less for our taxes than those states. The Medicaid expansion would not have cost the state a dime, and has been shown to actually make the state money. The ACA doesn't actually effect me. I have insurance through my husbands employer. Doesn't mean I don't care about those that aren't as fortunate.

New jobs? How about Honda in Lincoln, Thyssen Krupp in Mobile, Mercedes in Vance, North American Lighting, U.S. Army @ Redstone ****nal? And many other places. The biggest problem that many of our factories are not paying really good living wages.
State Income Taxes? There are many people paying little--like those with government pensions, social security wages, defined pensions. I pay almost nothing for AL income taxes. TN has high sales taxes too--and no state income tax for income derived within the state.
Medicaid expansion wouldn't cost anything the first 3 years. But Medicaid would bankrupt the state after that, and the politicians know it. We're already operating at a deficit--borrowing from Peter to pay Paul. And the money's not going to be there in 3 years, either.
In Memphis, my daughter pays $4500 sales taxes on a $200K house. My close friend pays $8500. My sister pays over $13K. And the city's broke and cannot pay pensions. In Nashville, a tiny 2 bedroom asbestos shingle house will have taxes 150%+ of a $200K house here--well over $1K. And schools in Memphis and Nashville are beyond terrible.
