One should realize that the city of Austin,Texas is also involved; it is not just the BATF. Yes, it is a bad first step to see something like this start in a conservative state like Texas, but this is a city that started the slogan of "Keep Austin Weird". There are a lot of self-labeled progressives in that town of University professors and guv'ment workers. It should also be noted that the folks that can do something about the problem are looking into it.
