Becuase that is the problem.  Just because you have "checks" does not mean you have money.  We are spending a heck of lot of money that we do not have, and the bills are piling up, much faster than at any other time in history.  Sooner or later we are going to run out of "check", becuase the people we owe money to are going to quit giving them to us to write.

Your premise is wrong. The US does have a budget, just the one passed in 2012 and instead of a new and different budget in the following years, we have been operating (using) Continuing Resolutions (CR's) of that 2012 budget to continue operating. When the last one ran out, and Boner decided to use terrorist tactics in order to get a new one, the CR ran out and the government shut down.

As far as I know, the only new budget the House has passed is the Ryan budget (several times) which is not acceptable to anyone of walking around sense. As a result , the Senate has not considered it.

The House needs to negotiate a serious budget with the Senate - one that is acceptable enough to be signed by the President, but as long as they keep throwing out this Ryan budget (which btw eliminates Medicare just as a starter) nothing will happen and we will keep using CR's to operate on.
I am hopeful that this latest round will convince the House R's to sit down with the D's and work out a workable budget , and it just may if Obama does not cave on the CRs and even more importantly , the debt ceiling.

There is a House budget and a Senate budget.  The Senate has refused to form a joint committee to iron out the differences.  How can one put the blame on just the House, when the Senate is equally to blame.  Why should Boehner cave!  Its his constitutional duty to come to a joint decision with the Senate, that the President will sign.  Not to be a rubber stamp for the President.

Sounds like our progressives are in favor if the Imperial Presidency.

I see that conspiracy theorists came up with three reasons people are no longer allowed to view the WH.  One -- the president is installing a Moslem pray room. Two -- the president is installing a small mosque.  Three -- the President is installing a throne room.

If, I believed in such tripe, which I don't, my bet would be on three.

Do you know why the Speaker of the House ascends to the Presidency after the Vice President? Because the founders knew that the House represents more of what the people want than do the Senate. The House is elected very two years and the Representatives know more of how the people feel than the Senate. So who should the President listen to?

As the following article says, Republicans (like you) try to make up be down, and right be left.
Read this article as a prelude :

Now, read this one for facts:

Sorry, but the original line of succession in the constitution was the members of the cabinet in order of when the departments were founded -- State was first, Defense was second, etc.

The succession act of 1945 changed that to the Speaker of the House, then the President Pro Tempe of the Senate.  Then, the Department secretaries.

United States federal budget

Fiscal Year 2012 U.S. Federal Spending – Cash or Budget Basis.
Fiscal Year 2012 U.S. Federal Receipts.

The Budget of the United States Government often begins as the President's proposal to the U.S. Congress which recommends funding levels for the next fiscal year, beginning October 1. However, Congress is the body required by law to pass a budget annually and to submit the budget passed by both houses to the President for signature. Congressional decisions are governed by rules and legislation regarding the federal budget process. Budget committees set spending limits for the House and Senate committees and for Appropriations subcommittees, which then approve individual appropriations bills to allocate funding to various federal programs.

If Congress fails to pass an annual budget, a series of Appropriations bills must be passed as "stop gap" measures. After Congress approves an appropriations bill, it is sent to the President, who may sign it into law, or may veto it (as he would a budget when passed by the Congress). A vetoed bill is sent back to Congress, which can pass it into law with a two-thirds majority in each chamber. Congress may also combine all or some appropriations bills into an omnibus reconciliation bill. In addition, the president may request and the Congress may pass supplemental appropriations bills or emergency supplemental appropriations bills.

Several government agencies provide budget data and analysis. These include the Government Accountability Office (GAO), Congressional Budget Office, the Office of Management and Budget (OMB) and the U.S. Treasury Department. These agencies have reported that the federal government is facing a series of important financing challenges. In the short-run, tax revenues have declined significantly due to a severe recession and tax policy choices, while expenditures have expanded for wars, unemployment insurance and other safety net spending.[1][2] In the long-run, expenditures related to healthcare programs such as Medicare and Medicaid are projected to grow faster than the economy overall as the population matures.[3][4]

Who should the president listen to,  I think he ought to go to the Silver Dollar Saloon about 11:00 on Saturday night and listen to the bar crowd.  They would make more sense than the whole passle of senators and representatives.
