How Democratic Socialism Paved the Way for Venezuela’s Totalitarian Misery

Contrary to many accounts, socialism did not arrive in Venezuela when the late Hugo Chávez took power in 1999. Actually, it had taken root in the country much earlier.

Venezuela has been governed by more or less moderate socialist parties since 1958. These parties were founded by a generation of leaders whose political history dates back to 1928 and who took power for the first time in 1945 through a coup.

They all attempted to implement socialism, understood as the direct or indirect control by the state over the means of production and bring strategic sectors under supervision in order to centrally plan the economy.

Both the military and civilians who have ruled Venezuela since 1945 have aspired to roll out one of many variants of socialism. We had moderate socialism until 1999, when Chávez entered the scene.

The variants had democratic socialism in common: they allowed for alternation through elections and imposed certain limits to the state’s control over the economy.

For decades, the crony mercantilist private sector became so extensive that some people thought it would give way to a market economy, thus overcoming the crisis of the 1990s. However, this was not the case.

In 1999, a group of radical revolutionaries, willing to take socialism to its very end, finally came to power with Hugo Chávez elected as president.

Fortunately, there are reasonable scholars who research the reality of inequality. For example, Professor Claudio Sapelli, an economist at the Catholic University of Chile, recently published the second edition of a book on poverty, inequality and social mobility. His findings demonstrate that younger generations have a more equitable income distribution than older generations. That is to say, individuals born in 1985 enjoy more equality and greater economic opportunity than those born in 1960.

The main reason for this improvement in opportunity is rooted in education and economic growth. Easier access to higher education led to improved income distribution for those born in the mid-fifties; that is, the young people who grew up after the free market reforms of the 1980s. At that time, the state monopoly on education came to an end and a new economic system based on supply and demand was implemented. Additionally, private education was promoted at the primary level as well as at the technical and university levels. This diversification of institutions set the stage for a transition to a more equitable society with greater opportunities.

The extension of additional educational opportunities, thanks to the deregulation of private education at all levels, established the conditions necessary for young people to be able to specialize, as professionals in either universities or technical schools. Economic growth requires a more specialized labor market, which incentivizes young people to educate themselves so as to improve their opportunities. This ultimately creates higher incomes and generates greater equality.

Liberals buying guns might be because of a quotation of Mao Zedong; but for public safety reasons, it might be best if one instructs the folks who arrive at the range in a packed Prius plastered with "Save the _______" bumper stickers with the Four Rules of Gun Safety before beating a strategic retreat.
