You just knew this would happen sooner or later given Target's very vocal and outward decision to support mixed bathrooms or transgender rights, if such exist. 

I would hope that the woman involved, that was photographed, would now in turn punish the source of the problem.  The perpetrator is ultimately responsible for his/her actions but Target has put out the welcome sign inviting such events to take place.

Target adopted a policy of allowing male and female dressing rooms open to all comers. Same for bathrooms.

Maybe so, but that still doesn't have anything to do with this. Things like this have gone on forever. If you don't like Target's policies, don't go into a room and undress. Besides, no one should be naked in a dressing room or bathroom either, so just what does anyone see? Less than on the streets would be my guess.
