Ah, that's the rub - define "fair" when it comes to taxes.
I've listened to the "flat tax rate" debate since the 1970s. Everyone is on the bandwagon when someone argues for a flat 15% (or pick whatever percentage) of income for a tax.
But... then comes the arguments about what is income (gross vs. net)? And that there are no deductions or exemptions ("whadya mean I can't deduct my mortgage?" "I have five kids, don't that count for something?")
Realistically - many of the people who advocate not paying taxes under the current scheme wouldn't pay under any scheme.
And to paraphrase The Bible -- render unto Washington what is Washington's.
