From the article, it appears that the Superintendent and others in the Deshler Education Politburo believe that Mothershed should have been developing some kind of "farm system," working with pre-high school kids to accelerate their readiness for high school football.

What our elementary schools, junior high schools, and high schools ought to be doing is phasing out football entirely, since it has been shown that the concussions that are by no means rare in young men who play football often have serious consequences in terms of irreversible brain damage and shortened life spans. But with the prevailing jockaholic mindset of southern football-addicted society, that is not likely to happen.
