This drop was supposed to be placed as near as possible to the location of the first shot, but Tiger moved it further back because he saw an advantage in doing so.  The rules do not permit a drop that confers such an advantage. Tiger must not have known that, since he frankly acknowledged that his drop was performed with the intended purpose of giving him an advantage:

Instead of being in a six-man tie for 7th place, Woods is now in a 9-man tie for 19th, five strokes behind the leader, Jason Day, of Australia.
