Maybe the same one that came up with this idea, and the one that came up with the idea of removing the orange tip. Then the one that decided it was OK to get one for their kid, and then let them out of the house with it.
As a kid, I had some kind of army set, including a helmet, rifle, and a hand-grenade. If a kid went outside with that today, they'd shut down the city and call in an anti-terrorist squad.

I believe most boys also had toy sixshooters, cowboy hats, and tin stars. A child caught in public now in pro(re)gressive areas with any of those would be put under the supervision of child welfare and placed in a foster home and assigned a shrink.
