The Census Bureau spends millions of dollars tracking down people who don't fill out their census forms. They must have calculated that despite the ad's cost, they would actually save money by making people aware of the census. Now, could they have made the ad more effective? Almost definitely.

If they use sampling, the numbers will be skewed anyway so why bother? They will just make up numbers to suit their agenda. It will be the most inaccurate census in American history and the dims will be as happy as pigs in slop.

I think they borrowed a page from the "Dept. of Immigration and Naturalization" handbook.
You know, the one that threatens "arrest and deportation" of "illegal" aliens, and fines for those employing them?
Yep! Those ads/warnings sure stopped the "flood" of illegal entries into the US!
Tracked them ALL down.
Go after those "anti-Amerikans" that don't check those boxes on a "Official U.S. Census Form"!
And...just to throw them off...pencil in "Sarah Palin" on the bottom of the last page.

Next month. If' you've missed them it's because you probably thought it was junk mail. I've seen quite a few in my time.
