Actually no president or congress is responsible for state and local stupidity in our supposed federalist system; fault should lie with the idiot voters who elected those vote buying wastrels. Trump and his predecessors and past congresses are liable for a century of bad decisions on the federal level though.
Going back to the over promising of goodies to goobermint unions and voting blocks at the state and local level, those ignorant voters have might set up the first domino of a chain reaction that takes down Trump or whoever wins the next presidential election.
