The way I understand it, and somebody please correct me if I am wrong, right now the house is doing an "impeachment inquiry" that is unofficial. It cannot be official until a floor vote takes place and it passes the floor vote. Therefore there is nothing right now for Trump to comply or not to comply with to begin with.

There's no law or rule that states an official vote must be taken. The argument is that Congress did vote to open an inquiry into Bill Clinton and Richard Nixon, but wasn't required. Team Trump is arguing that set a precedent and must be followed.
