The Clinton administration brokered the deal naturally, congress had the authority to pass it or reject it. There were objections by both parties in congress but the deal was everything or nothing and agricultural and other interests won out. I know Dems think all things rendered by goobermint is by the magic wand, so try reading the Constitution to see what powers each branch of government has been given.
Most Republicans I know have some unease about Trump, but they will vote for the flawed former Dem because he is seen as a lesser threat to the Constitution than Hellery. Trust me, If it weren't for the Hildabeast, I would be gladly voting for Gary Johnson.
