All GI's are under the direct command of the United States Government. Blackwater Employees are contracted to specific organizations. They are private security guards and in some cases normal workers, like drivers and cooks.
A major difference is the pay rate, Balckwater security pays a lot better than the armed forces. Another difference is Blacwater employees are autonomous. They are not involved in Seek and destroy operations. But they work independently. No Central Command.
