I suspect that as far as the Norks plans to test missiles near Guam, that might be the best accuracy that they can achieve at the present. Then again, if they try to miss Guam, they might actually be able to hit the island. The Norks might not be at the point of having a strategic weapon right now, but they do have a good terror weapon. In a year or so they might have a H-bomb and in a year or so more they might have one that can be mounted on the present ICBM design, or they can improve the accuracy of their missiles such that their low yield A-bombs will detonate close to their targets and have a strategic weapon system. Of course, they could already be at that stage given the politicization of the intelligence agencies of the Ol'bama era.
