During the recession of 1920, Harding and Coolidge ignored Secretary of the Treasury Hoover's suggestion for government intercession. They cut taxes and government expenses resulting in a growing economy. At the recession of 1929, president Hoover asked for a massive import excise tax on everything, not just selected items. Over 900 economists sent letters requesting he not do so. Other nations did the same, shutting down global trade.
