As a Libertarian who wasted his vote in 1992 for Ross Perot because of that broken promise, let me rise and defend the first Bush. There aren't that many people who could have engineered as soft a landing of a broken evil empire as Bush did; empires are usually their most dangerous when they are actively growing or when they are falling. The usual result would have involved lots of dead folks and broken economies.
I might also note that during GHW Bush's time that he signed the Defense Base Realignment and Closure Act of 1990 that created the so called "Peace Dividend" that factored into the "Clinton Surplus" (Yeah right, don't go there!) and laws from both the Reagan and Bush administrations that allowed tech transfers to the private sector created the Tech boom of the 90s and not the wave of Bill Clinton's magic wand.
