That's a huge assumption that she is going to make it that far. I think she could possibly live to that date but given her current health status I can't see any way she could/would hold up to any kind of campaign rigorous schedule so she'd have to be "carried" along to each and every campaign meeting. The media might conceal, or attempt to, her frail health but those people that see her out surely can't be deceived and the extra taxing on her health could just tip the scale against her.
Also, that's assuming that other Democrats, Like Biden or Elizabeth Warren, would relinquish the race to her by not running as they did in 2015-2016 race and that Bernie would play nice and be nieve, all over again, as well as other potential Democratic contenders not to run or play nice with her regarding all the baggage she carries with her. I think Hillary is a dinosaur of the past and that even the Democrats are ready for her to move on to retirement. I think her health (especially by that time) will preclude a run. I know her mind wants to rule the world and be president but I don't know that her health will cooperate. She might run but she'd have to be propped up and carried all along and surely limit the number of campaign appearances she would have.
All in all, I just don't see her making a serious run at the 2020 race and even if, in all improbability, she was to run and win the nomination she'd still have to beat the Republican candidate and usually (if Trump decides to run) the incumbent President has historically had a huge advantage, not to mention Trump has demonstrated great success in many areas so it's going to be difficult for any Democrat to show cause why he shouldn't be given another four years.
Sorry, I know that's not an answer to your actual question to the forum so I do apologize for that. It's just I don't think your question can be answered because there's not any way that I can see or envision that Hillary could make any "legal" American's life better unless it's someone that just chooses not to work or wants the Government to support them from cradle to the grave with no input on their part. But if somehow she does/did win then purchase stock in the anti-anxiety and anti-depressant drugs cause there will be a boatload of new need for them.
