Reply to "Do Liberal Dems actually know what's going on here..?"

I've been hearing about places like Chicago or could have been the State of Illinois as well as some other liberal politicians and even folks like Zuckerburg, of Facebook and a few other's in his league speaking about giving people a certain guaranteed income.   Not minimum wage but just a guaranteed amount of money each month, like welfare, totally free money a guaranteed pay only for no work, no job, just money to live on.  A salary for doing nothing so to say.  Everyone would be guaranteed something, some set amount and wouldn't have to work or have a job or qualify to get it.  

This is the Liberal utopia!  I say go for it.  I think Chicago and Illinois or California if they also signed on, should do exactly what they are suggesting everyone does.  Forget about imposing it on the whole United States and require Washington to make laws to do it Nationwide they should lead the way and do it there in their own city/state.  Prove to the nation that your liberal utopia works and is the place to be.  

I can envision it now, Chicago offers a free set amount given to all citizens regardless of if they work or not to ensure they have a standard of living and are not void of pay even though they won't work or don't have a job.  I envision Chicago's population exploding without bounds as countless of numbers of people, illegals, homeless, those not caring to work but wanting a free piece of the pie, relocate to Chicago and sign up for their free monthly payday from the city/state.   I can see the Illinois population also grow as numbers of people flee to the State where they can get money for nothing at all.   I can also then see the wealthy of the state, that will surely be taxed more, to pay for the free riders, start to relocate to states where their taxes would be less and they wouldn't have to pay people that won't work with their own earned money.  

You can also see the healthcare cost of the state will rise as hospitals are overcrowded with these new entitled "free ride" citizens who will end up stiffing the hospitals of any cost for their treatment.   Besides an ever-increasing population that will do nothing but  sign up for the free paydays, the City/State will set new records for increasing drug abuse/use and indebtedness as those that earn will be leaving but not near as fast as those seeking free money will be arriving.   

Okay, I admit it being more Conservative I am totally against such and am biased that it will fail miserably.   I also doubt, very much, that the billionaires, that are so supportive of this type system, will pony up any percentage of their worth to contribute to this wonderful plan they envision working for the entire Nation.  Since I am so obviously biased against such a system I would appreciate some of the more Liberal members of our community to enlighten me/us on just how a system like this, like championed by the likes of Bernie Sanders and some other Democrats, would work?   How would this work and how could it be sustained without enormous tax increases upon those who work now?   What would be the incentive of minimum wage workers, say at Burger King or the like, to continue to work while people who may be reclining against the building doing nothing make almost as much if not more then they do, to keep working that minimum wage job?  I mean how will something like guaranteed wages/pay work for everyone?
