I heard a report on the radio one day last week about a proposal to make Hispanics carry their immigration papers with them at all times so that they could prove citizenship. A man who was born in the town, but was of Mexican descent said, "I don't have any immigration papers. I guess I'll have to carry my birth certificate around? And I'm an American!" This whole story led to the conclusion that we need national id cards.
