As I've shown before, when Qaddafi was overthrown, much of Libya's arsenal was loaded on ships and sent to Syria to army ISIS. The central African mercenaries that worked for Qaddafi seized more and went home. Those weapons were sold to Boko Haram, which became an ISIS franchise.
