This is a prime example of a good program being used by those who want to milk the system. It is getting harder and harder to make ends meet unless you are a single woman with lots of children and the ability to keep on breeding. At least this is from private funds, what galls be is the Section 8 program that is providing free rent to deadbeats and ruining property values for legitimate homeowners. This isn't mentioned because most of the landlords of these properties who scream long and loud about taxes don't seem to mind when the giveaways line their pockets.
