Health Care Tax For White People Only - Racism?

The first tax to hit Americans from the health care bill is the 10% tax on tanning bed usage. Is this a tax on white people only? I'm not a tanning bed user and would like some input from those that do use them. Are whites the only people that use tanning beds?
