I would say Joe Biden but my feeling would be Castro who, himself, just announced he was running. My feeling is he was more running for Vice President than President. I don't think he really believes he has a chance at President but I think he's betting he could negotiate himself a position as someone's VP pick then it would be much easier sailing to President as a VP running than just being a cabinet official.
