I suspect that Barr and Trump are awaiting the FISA IG report as there are more serious charges that may be applied to Comey and McCabe for prosecution. Barr may offer each in turn to rollover for a lighter sentences. Comey probably has info on Loretta Lynch, then the DoJ AG. Lynch, in turn, has info on Hillary and Obama.
