I have been to Phil Sandoval's in Huntsville and did have a good experience, but still prefer Rosie's.

Also, my list does not include all places in The Shoals. There is one in Muscle Shoals South of Sixth street(can't remember the name) that has proven a good choice, for I have never had a bad experience there. Also there is one in Greenhill (Little Mexico grill) that is OK, I understand it is owned by a brother of the owner of Casa Mexicana.
