Wish that were practical. However, some states have been negligent in controlling their pollution controls. Best to make EPA a small agency responsible for holding states to their responsibilities. Rather like the old Agriculture Dept. county agents. Those guys provided services. But, had to live with their advice and be friends with the farmers.
