While the term "stolen valor" could refer to untrue claims of stomping on a bug to "save" a little girl while you were in the first grade, it technically doesn't. The Stolen Valor Act of 2013 refers to military or ex-military claiming medals/commendations/awards that were not earned.

So, no, it doesn't refer to Hillary even though she lies whenever her lips move.
