Wozzie, most would understand what I stated.  You, on the other hand, require remedial help.  Those few instances (31) were all that were caught because there was no mechanism to catch them -- internal controls to prevent and expose fraud.  Voter ID requirement laws are internal controls to exposed vote fraud.  Less people vote where voter ID laws exist because they don't won't to be caught.

For anyone who viewed the recent Bernie Madoff two part series, there is a good example.   The Security and Exchange Commission (SEC) responsible for keeping stock traders honest blew off someone several times who attempted to warn them.  The whistle blower used a slightly advanced math analysis of Bernie's trades to show he could not be earning the large amounts he claimed.  The SEC is staffed mainly with lawyers -- lawyers fairly competent at determining a trader hadn't filed the correct forms.  But, totally oblivious to audit or advanced math required to catch fraudsters like Madoff.  BTW, Bernie was a registered Democrat.
