so why is this locked, but you can still read?

I dont understand why would you lock it, but not delete it? If it needs to be deleted then delete it, like mine was deleted. I knew it would get deleted, but this one has ran for awhile, so why lock it now? why let it run then when someone else gets their feelings hurt would you lock it or delete it. Is this the TD's way?
