I'm not sure what post you're referring to because you've never named it. I try to lock topics instead of deleting them as often as possible, but if any topic is a violation of a Member Agreement from the start, it will likely be deleted. If a topic starts out fine and gets out of hand later, it will generally be locked unless it contains serious Member Agreement violations.
