I think jt is talking about the bailouts that Barry Soetoro created and gave to his corporatist buddies at the insurance companies after the insurance companies burned through the billions set aside for them in the 2010 law. Paul Ryan won a court decision against Ol'bama paying them money that was not appropriated for those bailouts and I believe that decision is still in the appeal process. Trump should have ended those payments on day one of his administration.
