I will type slowly and use easy words, so Crash might understand me. First, remember I am familiar with fraud cases, to include at the federal level. The FBI will perform the counter intelligence investigation to determine if a crime was committed. Only, after the FBI determines if a crime was committed can they began a criminal investigation. During a criminal investigation they will attempt to determine who committed a crime. Got that? First determine if a crime was committed before performing a criminal investigation? Hopefully, Crash is not so thick as to understand the difference. But, then, again...?
