The US and Soviet Union had MIRV warheads on their ICBMs for years. Thru treaties both powers cut the number of missiles and the number of warheads to one each. Both powers are subject to inspection of their facilities. If, we found the Russians once more engaged in multiple warheads, we could do the same. Sounds like the old Russian bear is indulged in scare tactics as much as anything. Putin has a hard time meeting payroll with the cut in natural gas and oil prices.

I suspect Putin is posturing. Its the religious fanatics with nukes that concern me the most.
