The founders gave congress the power of the purse to rein in presidents. It worked fine. That is a power that goes back to Magna Carta. Parliament took the power of the purse away from the king. Until then, the king could go to war often, at his whim. Controlling the treasury placed a leash on the king to keep him from such.
