I have read this sentiment before, and after thinking about it, I propose this, A resolution of "The Sense of the Congress" condemning the invasion of Iraq, Asking for a concerted effort to capture Osama Bin Laden, and calling the Departments of State and Defense to work together to reach a negotiated withdrawal of American Forces from Iraq with the cooperation of the Iraqi government.
In the meantime, the Congress could pass a funding bill for the war that President Bush could sign without loosing face, and he would not be asked to approve the "Sense of the Congress" resolution at all. His only involvement would be to either order the joint State Department/DoD efforts or to not order it.
It would put Bush in a "pickle." He would either take on the task of negotiating an end to the occupation, or he would have to take responsibility for continuing it.
