A less alarmist headline might read "Desertion rates are higher when we are a war as opposed to when we are not." or maybe something shorter like "Duh".
Canada's Supreme Court refused to hear an appeal from two US deserters, allowing the ruling of the Canadian Immigration Board to stand, which said that they were in no danger of cruel or unusual punishment.
Hopefully the people that read this are smart enough to do the math.
Less than 1% of over a half million troops are "deserters". Given how many personalities and beliefs that are shared among half a million people, and given that we are "at war", I think less than 1% is a very LOW number.
