Saw this yesterday, great news for law abiding citizens. This should lower the FFL transfer fee when picking up from an internet/phone sell as it requires almost no time/labor now.

If you have a CCP, then you have already been thru a background check that proves you are not a criminal or mentally unstable. Further checks beyond that are redundant and unneccesary. Without a CCP, then you must go thru the NICS process.
So, if you have a CCP, you are licensed. The article states that you can transfer a gun to an unlicensed person if they have a CCP. I still want to know what licensed and unlicensed is that the article mentions.
Federal Firearms License (FFL) is different than a conceal carry permit (CCP). A CCP will now allow an Alabamian to buy from a FFL dealer with no NICS check. To answer your question, the non-FFL (non-licensed) buyer who possesses a CCP still has to fill out form 4473 and provide government issued ID to prove who they are, again this is in addition to having a CCP. The FFL just doesn't have to run it thru NICS.
I think you are confusing a CCP holder buying from an FFL with a FFL buying from a FFL. Two completely different scenarios.
A FFL is a license that gun dealers must possess to sell guns commerically. It requires a tremendous amount of paperwork and time to get one. Very few gun owners have a FFL.

Ever since NICS was implemented I have been "flagged" every time I purchased a firearm. 3 days wait (8 days at Big Box stores), then I pick up my gun. Not that I was ever in a hurry to obtain it, but it was frustrating to go through this BS each time. And it has been many times. The biggest bump in the road was that it ceased all Gun Show firearms purchases, unless I wanted to pay a local FFL dealers $20-30 more dollars to hold the gun. I only went for ammo, though I saw many guns I would have purchased if not for the above BS.
After the 3rd time, I contacted the FBI, and filed the papers to clear up any similarities to whomever I was being confused with, that caused the delay.
I asked them WHY after 3 clearances, was this still an issue? Could they not add a note on my file saying I had already passed 3 times, and there was no value in having an agent spend time going over my background AGAIN, each time I purchased?
Their response: Go to a local Law Agency, be fingerprinted (at a fee) , then send my prints to them. Uhh...NO! No reason for them to need my prints, since no other agency has them.
I have been a CCW holder for 20-30 years, with several lapses. My last renewal was mid 2015, for 5 years. This ruling will allow me to once again get excited about Gun Shows.
I hope this clears it up for you. Aren't you fingerprinted as part of the background check when you apply for a CWP? Mine is 14 years old and I think I was.

Wonder what it is that they can find out something routine in a couple of minutes about some folks that it takes a couple of days for others - repeatedly.

I've a Springfield M1A woodstocked NM with a Vietnam era Redfield Accu-Range scope, canvas sling and magazine original to my issued M-14, and M-2 bipod reproduction.

Yeah, checked on GB, Armslist, and a few other sites. Didn't know about the M1A and "scout". Although I love the rifle, there's no way to justify this, with the WIFE. LOL!
Besides, I have 7.62x51 covered in a well tuned CETME and close to 800 rds.
2 surplus "Bolt guns" are fitted with optics, and are dialed in ( 8mm and 7.62x54) 1000 rds of ammo for each. A few more bolt guns, just in case.
Don't need any more guns. At this point ammo is what I'm after.
