It is up to the Mexican government, not OBama. OBama is not the President of Mexico, and cannot decide who should be allowed to carry weapons in that country.

I dont have to read the article, but I did and the second sentence says:

Plus, further down, Napolitano is quoted as saying that the murderers should be extradited to the US for trial, and that wont happen either.
