Well, you picked a good song to show why the Draft is not coming back without a GENUINE threat.
The Date of the Song is 1969. At the time, the draft was unjust. It allowed for all manner of escape routes short of fleeing the country, but they were not available to anyone who could not qualify for college, was not in a "vital industry" or could jump the line to join the Texas Air Guard. The draft law was changed, "Fortunate Son" was part of the debate that changed it. It became a lottery.

If I am correctly informed, any new draft law will use the last lottery drawing to assign numbers to draft age Americans. It will include, because of civil rights law, men and women. The exemptions should be as limited as under the old law.

At the moment, the armed forces are filling the ranks with payments. (I think you would call them bribes) To fill the ranks, the military is offering enlistment bonuses that at times are greater than an average year's income for civilians.

Our government, in the hands of the "Fortunate Sons," has agreed to not only buy an Army at market prices, but to borrow the money to do it.
