Well folks COBRA Reporting from the thick of the battle. Cherokee is fighting for it's very existance. Here is how I see it.
For 12 years Chuck reigned as Ruler Supreme over Cherokee. From what ive been able to find during all my research, Chuck ruled over the town and was powerful in the Cherokee Fire department and powerful in the Cherokee Rescue squad and declared himself a preacher and started and runs his own church, all at the same time period . I have also heard that he played a large part in starting a group Called Refuge. I'm not sure that one was correct tho.
Chuck, due to his personality, gathered a substancial following from those groups. In the 12 years as supreme ruler, Chuck accomplished much in Cherokee, for the fire department and its families, for the rescue squad and their families and some for Cherokee and the town.
When Mignon Willis became mayor she researched town records and found that indeed, Chuck had accomplished much BUT she also found that most was done by ignoring Cherokee RULES, REGULATIONS AND RESOLUTIONS AND LAWS. All things that are important to the smooth LEGAL operation of a small town.
Mignon started using the CORRECT LEGAL proceedings to put things in order as they should have been and this peed a lot of CHUCKETTS off because it meant they would start loosing out on things.
Mignon ran into problems of her own and the CHUCKITES Got copies of her legal problems and started handing them out all over town in an attempt to sway people against her. Chuck ran for mayor again and won by default because no one ran against him.problem was, The town elected people as council members that didn't agree with Chucks ways. Two of the original council members were disqualified by the STATE OF ALABAMA. for not following proper proceedures. Chuck did all he could to convince the other members to put the two in as council members in spite of what the State of Alabama said, Again, thumbing his nose at law and regulations and those in leadership over him. The council did so unknowing it was wrong but it turned out bad for Chuck because that new member sided with the others on the side of following the law .
Now there was one more seat open on the council and Chuck fought hard to get his man back in it, but a snake stood up and fought back as far as contacting the govenors office and reported ALL goings on to them. As a result Patricia Mason was assigned to the seat which set up a majority of council members bonded together to straighten out Cherokee and undo the mess. But, it seems the mayor still goes on doing business as usual ignoring the rules, regulations and resolutions. Ie. The pay check incident, .So the council slowly is taking away all his supposed power that he takes upon himself and powers he did have but abused.
I see the future of the mayor, it he keeps doing as he does, to be a future of being a figure head only, with no significance what so ever, while the council moves Cherokee forward into the future.
The council also has the power to ban the mayor from ever entering the town hall.
I have talked to members of the council and they say all they want is for the mayor to perform his duties as written in the laws of Alabama and the rules, regulations and resolutions set forth for the governing of Cherokee. But he will not. So, now they have to take steps to protect Cherokee so they can get down to business in governing Cherokee correctly and move her forward so businesses and industry will grace her door steps.
This is my view of things as an outsider with no alleigance to either side.

If two council members were disqualified by the State for not following proper procedures, then why can the mayor not be disqualified if he's not following procedure?

They were disqualified for not following re election proceedings.
