Not exactly, Clinton inherited the "Peace Dividend" from the Reagan-Bush era which led to defense cuts and Clinton was the beneficiary of the Tech-Boom. Also the Clinton Administration made use of accounting gimmicks to create a surplus from a small deficit.

That may be true but still the decefit went from +288 in Carter's admin to +823 in Reagan's first term. Reagan's second term saw the defecit increase even more and in Bush's admin, it skyrocketed even higher.

The present occupant of the Oval Office will be recorded as a major failure.  When he leaves office, the national debt will have nearly doubled ($9.5 trillion added under his watch).  The recovery at 1.89 percent of GDP during the last 25 quarters is the worst since the 1930s.  As he leaves, economists predict another recession in 18 to 24 months,  His foreign policy is a failure.  His domestic policies are a failure.

 Nonsense, the recession certainly was not caused by Bush policies. There have been other recessions, but no recovery this slow since at least the 1930s, possibly 1920.  Bush carries blame for invading Iraq, but not for allowing the growth of ISIS,.  Nor the increased belligerence of China, Iran and Russia.   Obama's next strategy appears to be to let the clock run out and stick the next president with the mess.
