From the article: This 14% Congressional confidence rating is the all-time low for this measure, which Gallup initiated in 1973. The previous low point for Congress was 18% at several points in the period of time 1991 to 1994.

I would like to know who participates in these Gallup polls? Is it people who actually voted, registered voters, American Citizens, or just people who will take the time to participate in a phone survey?

The President, for those wondering, has a 32% approval rating. Read all of the current poll results on the Gallup website.
Have you read Neal Boortz's book "Somebody's Gotta Say It"? Very interesting. He states that only .033% of people in the US work at or below the minimum wage (he does not include servers, waiters, skycaps, etc because their tips bring them over the min. wage). Anyway -in the book he says that the Democrats longstanding habit of catering to the poor may be about to backfire. There is nothing left in the kitty to hand them, so they are growing restless. The poor see the Democrats reaching out to the illegals and they feel threatened (and they should). In addition, the rest of us hate them because they are sucking this country dry. It is a very interesting analysis and may be the reason behind this spiraling approval rating.

They showed "no nads"

That's true with most all politicians, whether they be Republican or Democrat. They can all "talk the talk" but very few will "walk the walk".
