Florence police officers are required to get a physical once a year. A urinalysis and blood work is part the exam.

They should have privacy. In most labs, etc., the water in the toilet is dyed blue and the water in the lavatory is either turned off or an attendant stands outside the door and listens. Most officers are male and should have no trouble urinating in a cup. It is somewhat more difficult for a woman, but I've never heard of anyone who couldn't give a sample. If an individual wanted a more invasive test--blood, saliva, etc., he or she would have to pay for it.
I once worked with a lady who refused to have a urine test run, she demanded a blood test and the company refused to do it, she was fired because of it. She later found out that she had paruresis. Needless to say she won her case in court. And now her employer gives the employees a choice of either a urine test or blood test.
