It seems to me "gross" versus "net" tithing could be best addressed by payroll deductions at the employer's office and in the case of other incomes such as social security and retirement benefits would be withheld at the government level.  Hunger and homelessness would be eliminated in a short time. I see the problem is, somebody is tithing on their net income and not the gross. This country was founded on Christian principles and gross tithing is one of them.
